  • The applicant has lived in the county continuously for 5 years at some stage in the past.
  • The applicant is employed in permanent employment in the county (permanent employment is regarded as 16 hours or more per week for a continuous period of three years.
  • The applicant has close family (mother, father, brother, sister, son or daughter) that have resided in the county for a minimum of the past five years.
